Once a Work Item is created, it is often used as a central repository of communications. There are many challenges with this usage pattern, the main one being the fact that communications occurs in many different places by many different people who may or may not have the ability to view/edit a Project Work Item. In addition to this limitation, very significant communication occurs before the Work Item was created. This pre-Work Item communication is especially important for those people who become accountable for a Work Item later in the project. By providing communication based context these contributors can be informed and empowered to make the correct decision.
